Generally speaking, getting married in Taiwan is not that complicated. Typically, you should only require the following documents, and apply for marriage at the local house registration office:

I hope this blog post is updated regularly. I am intending to marry my Filipino fiancée in Taiwan. I have heard that she cannot transfer her current work visa to a spousal visa without leaving Taiwan and reapplying. My question is if that is not our concern then do we have to change her ARC. We intend to return to the USA as a married couple as soon as possible so changing her ARC status and Visa status is not our goal.

Personally, I think you'd be better off applying for a K-1 visa for your partner and going to the US to get all the marriage stuff sorted out. Otherwise, it could be good for you to call AIT to get a list of documents required for a spouse visa. If a Taiwan marriage certificate is sufficient, I don't think your partner needs to change her visa type. Still best to confirm with AIT.

I do want to add though. Your spouse may need to get her civil documents authenticated by TECO Manila before you can bring these docs over to the household registry in Taiwan to register your marriage. I've heard that you need to book an appointment to get your documents authenticated and the current waiting period for this is...quite long, so do consider that as well.

It appears that even if the marriage between a foreigner and a Taiwanese was registered in Taiwan it is necessary to get the marriage registered as well in the foreigner's home country to apply for a spouse ARC. This is rather inconvenient as documents need to be authorized and legalized back and forth.
